Utility Billing - Sewer & Garbage/Recycling
The City of LeClaire bills monthly for Sewer & Garbage services at properties within the City limits. [If your address includes five digits, you are outside of City Limits and will need to setup services with other providers.] Sewer billing includes a minimum service fee, plus any water usage over the minimum rate. Garbage & Recycling services are contracted with Republic Services exclusively.

We accept cash, check, debit and credit card payments at City Hall (325 Wisconsin Street) between the hours of 8 a.m. and 5 p.m., Monday through Friday. City Hall is closed on most National holidays.

ACH Withdrawal (Automatic Payment)
Pay your utility bill automatically from a checking or savings account. Through this direct payment process, your financial institution will deduct the amount owing from your account on the due date. To enroll, return this completed Autopay Authorization Form along with a voided check or print out from your financial institution for verification.

Utility bills can be accessed at (LeClaire Utility Billing Payment System). Online features include the real time payment confirmation, current balance, past billing, and consumption amounts.
Billing Requests:
Moving Out
Moving out requests will be processed in the month requested, if the move out date falls before the 15th of the month. If the move out date falls after the 15th of the month, your account will be finalized during the next month's billing cycle. Any final amounts owing, will be deducted from your utility deposited which was placed at your time of move in. ***Please keep an eye out for your refund check in the mail at the end of the month, which your account was finalized in. ***Refund checks that are not cashed within 6 months of the date on the check, will be voided and turned over to "Great Iowa Treasure Hunt" as part of Iowa's Unclaimed Property Program.

Extended Leave
To have services suspended for a period of time, due to an extended leave the following form is required. An extended leave request can have the sewer minimum fee suspended, if your water is shut off by Iowa American Water (or if located on a well), garbage services turned off, or both. A leave and return date must be filled out in order for the request to be granted.
