In conjunction with Scott County Iowa, the City of LeClaire issues building permits for a variety of residential and commercial building projects. A permit must be obtained AND approved prior to the commencement of the project and are subject to an inspection process.

City of LeClaire issues the following building permits electronically at: City of LeClaire Permit Application Page Permits with an (*) do require extra materials, please see below. Full size plans will need to be delivered to City Hall.

Decks – A deck permit requires the completion of the Scott County building guide for uncovered decks and porches.
Grading/Excavation COSESCO – Major (Greater than 1 acre): In addition to the City permit, a permit is required from the Iowa Department of Natural Resources.
Garages/Accessory Structures - A garage or shed permit requires the completion of the Scott County building guide for detached garages.
NEW Construction or Home/Business Additions – Scott County requires (3) sets of full-size plans along with a review fee payment (made payable to Scott County Treasurer). Please deliver plans and payment to LeClaire City Hall, located at 325 Wisconsin Street, LeClaire, IA 52753.
- New Home Review Fee: $100.00
- New Commercial Review Fee: $500.00
**UTILITY SERVICE APPLICATION - CONTRACTORS - The City of LeClaire requires contractors to sign up for sewer services and place a security deposit in the amount of $98.00. Deposits are refunded when the property is closed on, minus any final amount owing on the utility bill. Please upload the completed application to building permit application. Fees can be paid at the time plans are dropped off or at the time of invoicing.
- Floodplain Development – any construction work in a designated floodplain zone as determined by the FEMA flood map https://msc.fema.gov/portal/
