Why are there a couple of Public Works Vehicles driving around slowly with their flashing lights on and stopping periodically on the side of the road (usually around the 1st of each month)?

There are usually 2 Public Works Employees who separately, slowly drive around LeClaire in 2 different Public Works Vehicles with their flashing lights, periodically stopping at different locations - reading meters for our sewer bills.  Meters are usually read electronically by a handheld device or a smartphone.  Most meter readings can be taken from the device in the truck itself; however, once in a while if there is difficulty reading a meter, the Public Works Employee may have to walk up and around the residence to get an accurate reading.  Meters are usually read on or as close to the 1st of each month as possible.2012 White Ford F250 Public Works Pickup
